Brief Bio - Michael Gifford

Gifford retired in June, 2007, as the Purchasing and Contracts Manager for the Housing Authority of the City of Las Vegas, Nevada, (HACLV), now the Southern Nevada Regional Housing Authority (SNRHA), after 30+ years of service. The HACLV had 160 employees and owned and manages over 6,700 units (including approximately 4,200 Housing Choice Vouchers). Gifford has been awarded:

  • Public Housing Manager (PHM) by NAHRO
  • Life-time Certified Purchasing Manager (C.P.M.) by the Institute for Supply Management (ISM)
  • Certified Professional in Supplier Diversity (CPSD) by ISM


Gifford is very knowledgeable in HUD and Housing Agency (HA) procurement regulations and replies to procurement-related inquiries daily from both HUD, HA staff and consultants. Gifford's solicitation documents (QSP's; IFB's; RFP's; RFQ/QBS's) are recognized nationally as "best in the field," and are available on Gifford's procurement resource website, procurementassistance.org, at no charge.

Gifford has instructed over 65 2.5-day Procurement and Contracts Management Seminars across the country. Gifford has given numerous procurement and eProcurement presentations on-site at HA's and at NAHRO national, regional, and state conferences. Gifford is the principal designer of the NAHRO eProcurement Internet Software and in his role at the HACLV and as a consultant to HA's, has completed over 350 competitive solicitations with a value of almost $50M on-line on the Software.

Gifford has been recognized by various associations and organizations and by his peers for his efforts and successes in the procurement field, including:

  • 1996: Nevada Minority Business Council, "Excellence Award"
  • 1999: Nevada Asian Chamber of Commerce, "Member-of-the-Year"
  • 1999: Awarded the "Charles J. McDonald International Minority Advocate-of-the-Year" (by the Minority Business Development Group of the Institute for Supply Management-ISM)
  • Appointed to the Mayor's Blue Ribbon Committee on Race (nominated by the Urban Chamber of Commerce; served on and gave testimony to the panel that held hearings over an 8-month period)
  • 2001: Awarded the "Robert J. Ashby Excellence in Purchasing" by the Southern Nevada affiliate of ISM
  • 2003: "Corporate Person of the Year" by the Nevada Minority Business Council
  • 2003: Received Special Recognition from the NAHRO Board of Governors for volunteer efforts in developing, designing and promoting the NAHRO e-Procurement System
